Today, the LIFT (Livelihoods and Food Security Fund) funded VESI project, in partnership with AVSI and FRC (Finnish Refugee Council), virtually launched the ‘Labour Market & COVID-19 Impact Assessments to Inform Vocational Education and Decent Work Opportunities for Youth in Kachin and Northern Shan States’.
The open virtual event, running from 9:00am to 11:00am, was hosted by ADRA Myanmar on Zoom with over 100 participants from government departments, NGOs, EU and UN agencies, embassies, and partner organizations. The assessments were presented by consultancy team Kallene Ryan and Aung Myaing Htay (Paul) who have conducted research on Labour Markets for both the ADRA and World Vision led consortiums since 2019 and the impact of COVID-19 to this sector in Myanmar.

BACKGROUND & OVERVIEW:
Contributing to the LIFT strategy of 2019-2023, under the thematic area of Decent Work and Labour Mobility, the ADRA Myanmar led consortium of AVSI Foundation (AVSI) and the Finnish Refugee Council (FRC), with financial support from the Livelihood and Food Security Fund (LIFT) is implementing the ‘Vocational Education to Support IDPs and Host Communities (VESI)’ project in Kachin and Northern Shan States with a goal of enhancing decent work opportunities and bridging the gap between youth from IDP camps and vulnerable host communities. Local Partners of the program include HTOI Gender and Development Foundation (HGDF), GRIP Hands Organization, Government Technological High Schools of Lashio, Myitkyina, and Bhamo, and the Ministry of Education Department for Technical Vocational Education and Training (MoE-DVET). The World Vision Led consortium of Alinn Banmaw (AB) and Dai Fin Social Services (DFSS) is implementing the ‘See, Hear, Empower’ (SHE) project supporting inclusive and transformative livelihoods for IDP and host communities in Kachin.
The COVID-19 pandemic and containment measures are affecting households’ livelihoods in a number of ways. Myanmar’s economy is expected to suffer greatly from COVID-19, with GDP growth rate expected to fall to 0.5 percent in fiscal year 2019/2020. Within this context, up-to-date evidence is important to assess the impact of the crisis especially to the TVET sector and thus inform programming and policies to protect the conflict affected poor and vulnerable IDP households. The ADRA and World Vision led consortiums coordinated and conducted pre pandemic labour market assessments in conflict affected areas in Kachin and Northern Shan, and recently ADRA led consortium conducted the socio-economic impact of COVID-19 to the demand and supply of labour.
The two LIFT supported consortiums will continue to coordinate closely, learning from each other to adopt creative programming approaches to counter the COVID-19 related implementation challenges. The ADRA led consortium already adopted virtual learning methods and employer-based trainings, upskilling and curricula upgrades. A total of 1,650 IDP youth will be trained in various marketable vocations under the VESI project. ADRA Myanmar and its partners remain committed to support skills development in the country, creating progressive partnership towards a convergence with the government system and promote sustainability and inclusion.
