Yesterday on the 24 October 2019, the ‘Vocational Education to Support IDPs and Host Communities’ or VESI project was launched at Summit Park View Hotel, Yangon for an orientation workshop. The orientation kicked off at 9am with 33 participants from ADRA Myanmar and partner organizations; AVSI People for Development and FRC ‘Finnish Refugee Council’.
The LIFT ‘Livelihoods and Food Security Fund’ funded project will be based in Lashio, Shan State and implemented through partnership between ADRA Myanmar, AVSI and FRC in Northern Shan and Kachin States from 2019 to 2022.
The VESI project aims to increase income of rural households and resilience of rural communities to shocks, stresses and adverse effects by; providing VT (Vocational Training) courses in GTHS/Polytechnic centres to match labor market needs and access to non-farm livelihood opportunities to target youth in IDP camps. The project’s objective is that all learners regardless of background, ability, and gender engage in and learn in inclusive schools and institutions.
The one day orientation workshop was facilitated by ADRA Myanmar. Special guest, Benjamin Harkins from LIFT delivered the opening speech and an overview of LIFT’s Myanmar Program.
Benjamin Harkins stated at the Orientation Workshop, “we were very pleased to receive the proposal from ADRA for the VESI project at LIFT, which we believe will make an important contribution to the improvement of livelihood opportunities for IDPs and host communities. By equipping beneficiaries with vocational and soft skills and supporting their placement in decent jobs, the project will reduce the poverty and vulnerability of trainees and their family members”.
Saw William Po, Project Director of ADRA Myanmar, presented a project summary and progress update as well as Conflict Sensitive Programming. M&E Officer Aye Aye Win of ADRA Myanmar presented the logframe for Monitoring and Evaluation. Emma McCrow, Communications Officer of ADRA Myanmar, informed of the Visibility and Communication guidelines. M&E Coordinator Brenda Britton of ADRA Myanmar presented on Safeguarding and reporting channels. Finance and Procurement was presented by Yuba Raj Chaudhary, Finance & Administration Director from ADRA Myanmar. Saw Perry Sein and Khine Yin Mon of ADRA Myanmar discussed reporting and financial coordination, and Claudio Sandoval, ADRA Myanmar Country Director expressed thanks to all those involved and closed the ceremony.
နည်းပညာနှင့် အသက်မွေးဝမ်းကြောင်းဆိုင်ရာသင်တန်းများပေးခြင်းဖြင့် အလုပ်အကိုင်အခွင့်အလမ်း တိုးတက်ရရှိစေရန် ရည်ရွယ်လုပ်ဆောင်သည့် ‘Vocational Education to Support IDPs and Host Communities’(VESI) စီမံကိန်းမိတ်ဆက်ခြင်းအခမ်းအနားကို အောက်တိုဘာလ ၂၄ ရက်နေ့ နံနက် ၉ နာရီက ရန်ကုန်မြို့ရှိ Summit Park View ဟိုတယ်တွင်ပြုလုပ်ခဲ့သည်။ အဆိုပါအခမ်းအနားသို့ အာဒရာမြန်မာ၏ မိတ်ဖက်အဖွဲ့အစည်းများဖြစ်သည့် AVSI People for Development နှင့် FRC ‘Finnish Refugee Council’ တို့မှ သက်ဆိုင်ရာတာဝန်ရှိသူများအသီးသီးအပါအဝင်စုစုပေါင်း ၃၃ ဦးတက်ရောက်ခဲ့ကြသည်။
ယင်းစီမံကိန်းအတွက် အသက်မွေးဝမ်းကြောင်းမှုနှင့် စားနပ်ရိက္ခာဖူလုံရေးရန်ပုံငွေ LIFT ကထောက်ပံ့ကူညီပေးခြင်းဖြစ်ပြီး ရှမ်းပြည်နယ်မြောက်ပိုင်း၊ လားရှိုးမြို့တွင်အခြေစိုက်၍ အာဒရာမြန်မာနှင့် AVSI People for Development နှင့် FRC ‘Finnish Refugee Council’ တို့က ရှမ်းပြည်နယ်မြောက်ပိုင်းနှင့် ကချင်ပြည်နယ်အတွင်း ၂၀၁၉ ခုနှစ်မှစတင်၍ ၂၀၂၂ ခုနှစ်အထိ အကောင်အထည်ဖော်ဆောင်ရွက်မည်ဖြစ်သည်။
VESI စီမံကိန်း၏ရည်မှန်းချက်မှာ စစ်ရှောင်စခန်းများရှိ လူငယ်လူရွယ်များကိုအဓိကထား၍ လယ်ယာလုပ်ကိုင်ခြင်းမဟုတ်သော သက်မွေးဆိုင်ရာ နည်းပညာရပ်များကို သက်မွေးနည်းပညာသင်တန်းကျောင်းများတွင် သင်ကြားပို့ချပေးခြင်းဖြင့် ၎င်းတို့အတွက်အလုပ်အကိုင်အခွင့်အလမ်းများ တိုးတက်ရရှိစေရန်အပြင် ကျေးလက်ဒေသနေ အိမ်ထောင်စုများ၏ဝင်ငွေမြင့်မားလာစေရန်နှင့် ၎င်းတို့ရင်ဆိုင်နေရသော အခက်အခဲအကျပ်အတည်းများကို ဖြေလျှော့ပေးနိုင်ရန်ဖြစ်သည်။ အဆိုပါသင်တန်းများသို့ လူငယ်လူရွယ်များ၊ မသန်စွမ်းသူများ၊ အမျိုးသမီးငယ်များနှင့် ကျား၊ မမရွေးမည်သူမဆို တက်ရောက်သင်ကြားနိုင်ရန်ဖြစ်ပြီး သင်တန်းများပြီးဆုံးပါက အလုပ်အကိုင်အခွင့်အလမ်းများရရှိစေရန် ရည်ရွယ်ဆောင်ရွက်ခြင်းဖြစ်သည်။
အဆိုပါအလုပ်ရုံဆွေးနွေးပွဲကို ADRA မြန်မာက စီစဉ်ကျင်းပခဲ့ခြင်းဖြစ်ပြီး ယင်းအခမ်းအနားသို့ အထူးဧည့်သည်တော်ဖြစ်သည့် LIFT’s Myanmar မှ Benjamin Harkins တက်ရောက်ကာ အဖွင့်အမှာစကားပြောကြားခဲ့ပြီး LIFT’s Myanmar အစီအစဉ်ကို ခြုံငုံသုံးသပ်ပြောကြားခဲ့သည်။
“ဒီစီမံကိန်းက စစ်ရှောင်စခန်းမှာရှိတဲ့သူတွေနဲ့ ဒေသခံလူမှုအသိုင်းအဝိုင်းအတွက် အသက်မွေးဝမ်းကြောင်းဆိုင်ရာ အခွင့်အလမ်းတွေတိုးတက်ရရှိအောင် အထောက်အကူပြုနိုင်တယ်လို့ ကျွန်တော်တို့ယုံကြည်တယ်။ ဒီလိုသက်မွေးနည်းပညာသင်တန်းတွေပို့ချပေးတာကနေ သူတို့ဘဝ၊ သူတို့ရဲ့မိသားစုဝင်တွေအတွက် အလုပ်အကိုင်အခွင့်အလမ်းတွေရရှိဖို့အထောက်အကူ ဖြစ်စေပြီးဆင်းရဲနွမ်းပါးမှုနဲ့ အားနည်းချက်တွေကို လျှော့ချပေးနိုင်ပါလိမ့်မယ်”
ယင်းနောက် ADRA မြန်မာမှ စီမံကိန်းဒါရိုက်တာ Saw William Po က စီမံကိန်းနှင့် ပတ်သက်၍ အကျဉ်းချုပ်တင်ပြဆွေးနွေးခဲ့သည့်အပြင် Conflict Sensitive နှင့် ပတ်သက်၍လည်းဆွေးနွေးတင်ပြခဲ့သည်။ ADRA မြန်မာမှ M&E Officer ဖြစ်သူ အေးအေးဝင်းကလည်း စောင့်ကြည့်လေ့လာခြင်းနှင့် အကဲဖြတ်ခြင်းဆိုင်ရာအချက်အလက်များကို တင်ပြဆွေးနွေးခဲ့သည်။ ထို့ပြင် ADRA မြန်မာမှ ပြန်ကြားဆက်သွယ်ရေးအရာရှိ Emma McCrow က ပြန်ကြားဆက်သွယ်ရေးဆိုင်ရာလမ်းညွှန်ချက်များကို အသိပေးပြောကြားခဲ့ပြီး M&E Coordinator ဖြစ်သူ Brenda Britton က Safeguarding အကြောင်းအများကို တင်ပြဆွေးနွေးခဲ့သည်။ Finance and Procurement ပိုင်းဆိုင်ရာအချက်အလက်များကိုမူ အာဒရာမြန်မာမှ Finance Director ဖြစ်သူ Yuuba Raj Chaudhary က ရှင်းလင်းတင်ပြခဲ့ပြီး Saw Perry Sein နှင့် Khine Yin Mon တို့ကလည်း ငွေကြေးဆိုင်ရာအချက်အလက်များနှင့် ပတ်သက်၍ ဆွေးနွေးခဲ့ကြသည်။ ယင်းနောက် ADRA မြန်မာမှ Country Director ဖြစ်သူ Claudio Sandoval က အခမ်းအနားသို့တက်ရောက်လာသူများအားလုံးကို ကျေးဇူးတင်နှုတ်ဆက်စကားပြောကြားကာ အခမ်းအနားကို ပိတ်သိမ်းခဲ့သည်။
